Found on ocean dunes.
Can anything be done with this? Couldn't get a better shot, but the one wing is pretty clear if that matters at all. Frass if need be.

Oestroidea, likely Miltogramminae based on R4+5 shaped like Sarcophagidae and sandy habitat inviting sand wasps.

Thanks for your help. Lousy shot, but, amazingly, nothing yet in BugGuide for New York. Yes, there were a lot of sand wasps. I made no attempt to photograph them.
