Your bug is in the genus Draeculacephala, of the Cicadellidae family.

The common name for members of Cicadellidae is leafhoppers. Beyond that, the common names can be confusing. Bugguide calls members of the genus Draeculacephala "sharpshooters." However, it also calls certain other species "sharpshooters," such as Oncometopia orbona and Homalodisca vitripennis. All of these insects are Cicadellidae (leafhoppers), however.
