Tiny spider - Anasaitis canosa

Size: less than 1/4 inch
This tiny little spider was in my Mother's tulip bed....he moved in short little spurts, stopping to "groom" (if that's what it was). He was very tiny, less than 1/4 inch. Does anyone know what kind of spider it is? THANKS!
