an ID is possible
these are good photos and we can see the important features. Unfortunately im not really familiar with western species. It is either a Culex or Culiseta. The abdomen banding, and distinctive dark scales on the wing should be enough to get her to species. I ll check a book when i get a chance, or until Sean gives an ID, whichever comes first

"Cool Weather Mosquito"
It is another wonderful Culiseta incidens! They are big and common in cities on the coast.

Thanks to both of you!
There weren't any photos for Washington. I don't think she broke the skin, either. I just felt her poking me when I finished photographing her and brushed her away.
