Can anyone identify the small red and black insects? They appear to be feeding on the cicada.

This is really...
...interesting behavior. Yes, I believe the other two comments are correct. However, I just have to say that I've never seen something like this before with stink bugs all cooperating and feeding on a single prey item much larger than themselves. :/

 
Several Hemip's are known to cooperate as nymphs
Several Hemip's are known to cooperate as nymphs.
This list includes some predatory pentatomidae and reduviidae + a few other taxa.

When we rear Wheel Bugs, the nymphs often share larger prey.
Same observations for the FL Predatory Stink Bugs.

Predatory Stink Bugs on Tibicen auletes
The small red & blue insects look like nymphs of the Florida Predatory Stink Bug, Euthyrhynchus floridanus feeding on Tibicen auletes
