Can anyone identify the small red and black insects? They appear to be feeding on the cicada.

...interesting behavior. Yes, I believe the other two comments are correct. However, I just have to say that I've never seen something like this before with stink bugs all cooperating and feeding on a single prey item much larger than themselves. :/

Several Hemip's are known to cooperate as nymphs
Several Hemip's are known to cooperate as nymphs.
This list includes some predatory pentatomidae and reduviidae + a few other taxa.
When we rear Wheel Bugs, the nymphs often share larger prey.
Same observations for the FL Predatory Stink Bugs.

The small red & blue insects look like nymphs of the
Florida Predatory Stink Bug,
Euthyrhynchus floridanus
feeding on
Tibicen auletes
