small crane fly, large midge, something else? - Toxorhynchites rutilus

Size: around 10mm body length
observed mid afternoon on hydrangea paniculata. Moved very deliberately, one limb at a time, very slowly, then seemed to vibrate or shake briefly; seemed to be feeding on nectar.
