C. quercuscoccineae or C. fasciata...
C. quercuscoccineae is the only species that has been reported to lay its eggs in rows along the midrib like this. Unfortunately, C. fasciata is closely related and its eggs/larvae haven't been described. Both are recorded from black oak and NJ. The wings being dark with paler tip point to these two species, but they can only be distinguished by examining the ovipositor.
