Is this an eastern tent caterpillar? We have literally about a hundred living in our Japanese plum tree, and they hit in mid-March. Is this normal? When can we expect them to cocoon and turn into butterlies or moths?

I had a nest like this in one
I had a nest like this in one of my apple trees. I was told they would destroy the tree, so I destroyed their nest. They haven't been back.
