Mimic Trypoxylon?
I am convinced these flies are mimics of the organ pipe mud dauber, Trypoxylon politum. Anyone want to agree or disagree?

 
It's funny...
that you say that, I first thought it was a wasp...especially hanging around the wooden structure (which I've witnessed many wasps shear off slices for their nests)...
