Huge Gathering of little bugs with white tufts on the rear ends - Grylloprociphilus imbricator

Huge Gathering of little bugs with white tufts on the rear ends - Grylloprociphilus imbricator
Jasper, Pickens County, Georgia, USA
August 15, 2014
Size: ant size, plus the tuft
An entire tree branch was covered with these little bugs. Underneath the branch, the ground was covered in a black substance (their feces I suppose?)

Moved
Moved from ID Request.
The black substance is sooty mold, a fungus that grows on the honeydew secreted by aphids and other insects.
