This is from a fly in the Family Agromyzidae. There are a few, so it won't be identified to species, most likely. It could be Phytomyza ilicis, or P. ilicicola.
When the mines are bigger, I will open one up to photograph the larva. I will probably do this in the next couple of days.
My info comes from Garden Insects of North America (1).
