The appearance of the blue depends somewhat on the angle of the light reflected from it. The abdomen of this one has male appendages on the end; it is clearly male; no doubts. Also, the median blue band across the hind wing that is characteristic of males, but not of females is showing in part.

Female
This is a female. The blue on the upper surface of the hindwings is the easiest characteristic. Males have a more greenish blue hue. See the other males posted here to bugguide. A very nice clear picture of upper and lower sides of this beautiful butterfly.
