Seems to better match
CNCLEP00038526
in
BOLD:AAC7831
with a distribution which includes Washington State. The specimens are identified as
alnivorella
but I'm guessing that they referable to an undescribed species.

I went through all the species again and checked the Forbes key. I'm tentatively placing it
Caloptilia strictella
. Unfortunately there is next to no info on this species. It has a northern distribution and I am guessing it could come further south at higher elevations in your area.

0640 – Caloptilia strictella?
Kind of a long shot but check out Landry BOLD images
here
. The well marked ones have a wide diffuse charcol "W" running across the wing with a dark dot on the costal margin a little over half way. (The "W" on yours is more easily seen if you rotate the image 180º)
