Tischeriid
Yes, this definitely is in Tischeriidae, and it is one of the oak-feeding spp., one of which is in Tischeria and the rest in Coptotriche. As to determining which species it is, it would need to be dissected, and the genital morphology compared with the illustrations in Braun's revision.
