Is it feeding on Dogwood?
The red stem makes us think Red Osier.

Sawfly
It is a sawfly larva, they create a white waxy coating.
You can separate them from caterpillars by the number of prolegs, sawflies have more pairs.
Maybe another can narrow down, often the host plant helps.
