Size: ca. 50 mm?
Seems to match the only all golden-orange dragonfly in California? Small and perched pennant-like over standing water of side creek in bulrush/cattail and willow woodlands. Wings broad and rounded. Western base of San Gabriel Mtns.

I have cropped picture to insect. Also, dragonflies with wings are adults (larvae are generally aquatic bottom feeders), so feel free to check the 'Adult' box when submitting pix of such.
