On low vegetation at edge of hardwood forest. Seems like it might be Eastern Poplar Buprestid Poecilonota cyanipes?

Most likely P. cyanipes...
Other eastern species in the genus (thureura, ferrea) rarely show such distinctly reddish elytral apices.
