My torymid contact says that this appears to be Torymus longior, a poorly known but widespread species found across the continent from southern Canada to the southern US. It was originally reared from cecidomyiid galls on a species of Helianthus and has been found on plants of that genus.

Moved from "Parasitica" (parasitic Apocrita).
