Size: ~20mm
could not get within five feet of it... took this picture and it flew off, which is too bad... it is quite the looker. could it be Somula decora?

Your identification is correct. I'm fairly convinced these are mimics of scoliid wasps, right down to the bands of hair on the abdomen.
