I'm thinking this may be scutellatus, based on the dark bar on the vertex and the fact that some of my other leafhoppers from this neighborhood have been ID'd as that species.

I agree, I think the scutellar markings are just not as dark in this specimen (which I've seen on other individuals as well). But I will check the genitalia later and move if the genitalia look good for scutellatus.
