Eriosoma sp.?
The host plant was identified as an elm in the "Plant Images Requiring IDs To Assist In Arthropod Identification" section. The aphids do appear to be a good match with
Eriosoma spp.

Edit - John Pearson and wwnj have identified the host plant as an elm species.
