The most common fly that looks like this when newly emerged is Lucilia sericata.

Looks like someone just emerged from their pupal case... the wings are the funny wrinkled structures folded around the third set of legs and extending upwards to between the first and second sets. They'll inflate after some time, and then the fly will have awesome wings.
