I found this hover fly sitting on a Tansy flower head, and it seemed to be extending what I assume is an ovipositor. It would be great if someone could confirm that is what it is for me, and an ID for the fly too, if possible. Thank you in advance.

Certainly looks like this female is egg-laying, or at least extruding her ovipositor.

 
Malfunction?
Only subfamily Syrphinae should be laying eggs on flowers or stems.
