Slightly better images, the plant i have see it ovipositing in is a Galium sp. Galium aparine has been suggested as a possibility, but there are a number of Galium species. if it is G. aparine, Halidamia affinis seems to fit... but I am not sure about the plant.

Plant in this photo appears to be Cleavers (Galium aparine), a sprawling, prickly species of bedstraw found mainly in forest habitats. This is the one that commonly wraps itself around your ankles as you walk through the woods.

The subfamily is Blennocampin
The subfamily is Blennocampinae. But this is Halidamia affinis (Fallen). It is an introduction from Europe where the recorded host is Galium. It was first present in the northeaster states; I collected it from the D.C. area in the mid-1960's,and it has rapidly spread almost throughout the U.S. I've never seen one ovipositing and in fact this may be the first host association in the U.S.
