Pachypsylla celtidismamma
Compare:

Note the elongate marginal FW cells, the pubescent head and thorax, and the rounded wings. Distinguished from the similar Pachypsylla celtidisvesicula by size (that species rarely exceeds 2.5mm while this one is 3-4mm).
