At least 5 larvae were seen in this picture. They ate out a pattern inside this young grapefruit leaf. The problem is very bad this year with this kind of leafminers.

Phyllocnistis citrella
These are leaf mines and larvae of Phyllocnistis citrella (Gracillariidae).
