Size: 3 cm?
I think this is a wasp-imitating sawfly, probably in the Tenthredinidae family. It was resting on the leaf of an anemone.

how do you know?
I can't find ANY images of R. lateraria online!

 
color pattern
I've done a little work on the genus and recognized the species. I also compared the picture with identified specimens in the collection to make sure. I didn't check online to see if there are pictures of it.

 
sex
What tells you that it's a female? How are the males different?

 
end of abdomen
See in the picture the rounded structure at the apex of the abdomen. This is the sheath, which contains the ovipositor. In males, the abdomen is blunt at the apex.
