Size: ~2mm
Sweep net in a restored prairie.

The wing venation is rather distinctive. Only two Neartic species. P. atra and P. lacteipennis.

Compare Pseudonapomyza atra
Spencer's manual of American Agromyzidae has a brief description of Pseudonapomyza atra, which this should be if the tarsi are all dark. See if the rest of the description matches.

Edit: Spoke too soon, there are now four species. Check the revision in Canadian Entomologist 136:781-791.
