Leptometopa latipes
Of Milichiidae. Usually I shy far far away from Acalyptrate, but the enlarged hind tibia and the banded tarsi attracted my attention long enough for me to find some specimens in our collection determined by John Swann as Leptometopa latipes in 1994. Also check Manual of Nearctic Diptera p907 fig 18. The key however does not work that well. Your images show the C only reaches to R4+5 did not extend to M1. - Chen

Nicely done... I was leaning towards this family; great to get a confirmation, to species level no less.
