Small wasp
This is a female of the genus Anastatus Motschulsky (Eupelmide). I am a bit hesitant to provide a species identification based on the images, but it likely is Anastatus pearsalli Ashmead, which are egg parasitoids of various bugs and moths.

Eupelmidae (Chalcidoidea)
Fairly similar to another one previously posted. Very special, concave mesoscutum is the hallmark for this small family, closely related to Encyrtidae, whose members are difficult to spot on the field.
