After further review a Little Glasswing
An isolated population is shown close to Megantic, Quebec in "Butterflies through Binoculars - The East" By Jeffery Glassberg.

Either female Dun or female Crossline Skipper
Based upon location and white spots this appears to be a female Dun Skipper but still uncertain.
The variation within a skipper species from different regions is a cause for indecision.
