Only behind a paywall, to my knowledge
This is the link the Entomological Society of Washington website brings up when selecting Memoirs and then No. 17: Publisher link (all of Memoirs 17 at $25).

You could also try finding it at a university library or using interlibrary loan. WorldCat shows separate links for Memoirs and for the title given by ESW above for No. 17.
