I was about to declare inability to decide between Allograpta obliqua and A. exotica, but I'm pretty sure I'm seeing the yellow katepisternum of the former...

Thank you for your help and information. This was such a tiny fly it was hard for me to photograph it! It's red eyes caught my attention!
