This is a tough one.

Sorry Diane, I should have kept it, but did not.
I found it in leaf litter on a lakeshore while I was looking for spiders.
It had fine hairs on the top edge of the wings. The wings were probably messed up when I was scraping leaves away from the top of the gravel. The hairs look similar to
Teliapsocus. I don't know if that is a diagnostic feature or not. I can probably upload another image of that if needed...

 
Your idea was right..
I did think of Teliapsocus but this image tells all. It's Teliapsocus conterminous. .
