Size: ~6mm
I thought this matched A. exotica, but no other image has the incomplete yellow band on tergite 2. Is that within the range of "normal" or am I going down the wrong path?

Agree with A. exotica despite the band division - definitely Allograpta. On a lark, since you're in a border area, I searched diptera.org for any Allograpta species in Mexico that we don't have in the States; the only one I found was Allograpta mu, which seems rare enough to almost entirely lack documentation on the internet (no specimen photos or info, etc). So I'm comfortable saying A. exotica!
