3mm is a bit too big for genus Orius, to which I have almost no doubt this individual belongs.
Species ID is, as a rule, only done by genitalia characters in this genus.

This is definitely in the Anthocoridae. The black and white pattern, coupled with the tiny size, is pretty distinctive.

Orius insidiosus for Ron's
Many bugs like it on my lotus flower. For mine, the size is L1.5-2W0.8mm.
