Female Band-winged Meadowhawk
Looks like a female Band-winged Meadowhawk *Sympetrum semicinctum*

Looks tiny
Might it be one of the Perithemis?

Sympetrum semicinctum
seems more likely. Body shape and a few other features don't appear to fit amberwing.
