I found this one one Paper Birch, but I had found some last year on my oak (right next to the Birch). These are better photos than the ones I took then. It has an almost powdery coating, like a woolly aphid, so perhaps a relative. The ones last year had the woolly filaments, but the pictures weren't clear. The long thin body is distinctive.
