Possibly hopper nymphs -
I have been observing ants tending very similar creatures under a sunflower leaf in my garden for a month or so. They have grown up to be hoppers with two horns, very like your image below

 
I wonder why ants seem to...
I wonder why they seem to tend to other species? I have photos of ants tending to aphids, and I just am curious why, I know some species produce a sweet nectar for the ants, but aphids and hopper larvae.. I don't know why.
