Since there are only two eastern species this seems to be Ibalia anceps using (1).

Several of these were observed on a dead oak tree. There were also several Megarhyssa macrurus on the same tree actively ovipositing.
This would be a new FL record for BugGuide.

Wing pattern seems a bit different from the other specimens in the Guide, but there are supposedly only two eastern species, and it's not leucospoides, so...
