I am fairly sure that this is a Blue-ringed Dancer that is in transition from teneral to maturity. As far as I can tell, it has the right pattern, just not the mature colors. All the adults that I saw in the vicinity were adult Blue-ringed Dancers or tenerals.
I would appreciate it if somebody would verify or point out why not Blue-ringed Dancer. There is little representation in BugGuide of young damselflies in transition to maturity.
