Size: ~9-10 mm
Stabilized coastal dunes, on Erysimum insulare ssp. suffrutescens.
I see three submarginals, 2nd recurrent vein looks arcuate, and it seems to have weakly defined facial fovea.
Hopefully, John Ascher can tell me whether this is correct, or I'm just seeing things?
May be, according to John Ascher (see comments below, as well as here: 1 ) C. hyalinus gaudialis , or C. fulgidus longiplumosus .

I now strongly suspect that these are hyalinus gaudialis
and not fulgidus longiplumosus

based in part on lack of dark thoracic hairs

this could also be C. fulgidus longiplumosus

yes, a Colletes
is this a coastal dune?

In coastal dune habitats such as McGrath SB in Ventura I have found Colletes hyalinus gaudialis Cockerell, and this may well be that species

 
Yes, these are coastal
dunes, I'd say roughly 130m from surfline. By the way, I'll submit a couple of images of another Colletid (I think) from the same area.
