Leaf miner damage has been very common on small birch trees around here in the past few years. I identified this one using Rose and Lindquist (1997) Insects of Eastern Hardwood Trees, but I'm not 100% sure I'm correct. These pics were discovered after I had placed the Nefusa ambigua images into the Heterarthrinae.

So, I think these may be TENTHREDININAE Heterarthrinae: Profenusa thomsoni - Amber-Marked Birch Leaf Miner.

The mines and larva both key to this species using:

Digweed, Scott C., Chris J. K. MacQuarrie, David W. Langor, Daryl J. M. Williams, John R. Spence, Kathryn L. Nystrom, and Louis Morneau. 2009. Profenusa thomsoni mines do not begin at the leaf margin.
