Wonder if this might be Enallagma geminatum female
Looks like an ovipositor under there at the tip.

Some geminatum have more blue atop segment 8. We think we see the narrow blue mark on the side of segment 2. It will be interesting to see what others think.

 
Maybe - Enallagma cardenium (female)


E. geminatum would be out of range.
