Well...
... the photos of this specimen certainly look very similar to the BugGuide photos of Triarthria setipennis.

The info page (1) for T. setipennis mentions that it is "a parasitoid of the earwig Forficula auricularia (the European Earwig), like its host introduced from Europe. Widespread in northern USA and southern Canada." I do not know if my local (northeastern CA) is considered northern USA; but the European Earwig is quite prolific in my home's yard.

Host range
The range of this fly is probably more dependent on the range of its host than geography. If you have a lot of earwigs, it's probably the earwig parasite.
