this is a Cephalosmia, named for its striking head
Cephalosmia is a subgenus of Osmia.

This is Osmia (Cephalosmia) montana quadriceps Cresson, 1878, a common species in California.

The smooth, shining, and concave lower face (including clypeus) and nearly black (not green or blue) integument is typical of O. montana.
