Meadowhawk
The only two Sympetrum that look like this are the Striped and the Red-veined. Both occur in your area. Red-veined will have a reddish wash throughout the wings, Striped have only a small spot at the base of the wings. Would you have another shot that more clearly shows the wings?

I've added another angle. By your description I'm leaning Striped, which would make sense since I had a male nearby on the same day.
