Eupeodes... or Syrphus...
Many of us here in Orange County have photographed this syrphid and it invariably ends up in one of these two genera. See some examples here or here. I'm no expert and it's very possible that an expert will come in and point you to the right genus, but until then here's a very interesting recent technical conversation regarding the identification of a syrphid belonging to this complex:
