Mystery larvae

Mystery larvae
Humboldt Redwoods State Park, Humboldt County, California, USA
March 18, 2015
Size: 1 - 2 mm each ??
This was found on a madrone leaf. There were many like this in an limited area on a trail we were hiking.
They were not found on any other type of leaf, and they all seemed to be in a water drop or a small
pooling of water. We were at 300' elevation in mostly redwood forest.
Do they resemble Blueberry Gall Midge Larvae at all? I understand they have three instars of these colors.
Perhaps there is something similar on our huckleberries?
