See the reddish tibia, mostly yellow setose scutum and also the locality of the specimen.

I suggest to look at Mallota (Eristalini / Syrphidae) .

I'm pretty sure this is an Eristalini,and it looks like a hairy Eristalis to me. But I'm no expert when it comes to flies, and hopefully one of the diptera specialists will chime in.

Looks more like Bee fly (Bombyliidae) in the
Eristalini group.
